1) Set B can be formed by dividing each value in Set A by 4.

There is no impact on the standard deviation if a constant term is added, subtracted. Standard deviation remains the same.
So standard deviation of A = Standard deviation of B. Sufficient

Statement 2.
No info about Set B. Insufficient

Hence, the correct answer is __A__
