I found this one tough:

Most state constitutions now
mandate that the state budget be balanced each year

A mandate that the state budget be balanced
B mandate the state budget to be balanced
C mandate that the state budget will be balanced
D have a mandate for a balanced state budget
E have a mandate to balance state budget

Subjunctive+that+Infinitive form of the verb ( without "To")

e.g. To be will be just "be"

hence, as per rule-Mandate+that+be

In C,working verb "will" is incorrect ( especially when we have "now" in the not underlined part)

Yes some subjunctive words like 'mandate', 'require', etc takes the form

Subjunctive + that + infinitive (without to)
