why the answer is not a?

A is not the answer because it gives the notion that the pundits are based on the candidates' performances.

Based on something, another thing.
the another thing must be based on that something. I hope I did not confuse you.

It's been a while since I worked on SC, but is the answer C? Also request you to underline the underlined portion in the question. Very, very, very difficult to answer when people don't underline the actual underlined part from the question.

C is correct. The opening phrase correctly modified pundits.

yep! the answer is C/ i was between A and C and chose A
