If the city council maintains spending at the same level as this year's, it can be expected to levy a sales tax of 2 percent next year. Thus, if the council levies a higher tax, it will be because the council is increasing its expenditure.

The answer should be C.
As per the question:
If spending is same(Cause),then levy sales tax of 2 % next yr(Effect).
Thus , if levy > 2 %(effect) ,then council increases expinditure (cause)

As per stmt C:
If comp. do not inc wages this yr(cause),the prices charged for goods will be same as last yr(effect)
Thus, if comp do inc prices(effect), then it will be bcoz they have increased wages

the logic in s/c is if X(the city council maintains spending at the same level as this year's) , then it will do Y(levy a sales tax of 2 percent next year)
thus
if (not y)the council levies a higher tax,then (not x) it will be because the council is increasing its expenditure.

hence we need to luk for
if x then y----> if not y then not x

only C does that

If the companies in the state do not increase their workers’ wages this year (x) , the prices they charge for their goods can be expected to be the same as they were last year (Y) . Thus, if the companies do increase prices (not y), it will be because they have increased wages.(not X)

Reasoning in the stimulus looks something like this :

Premise : If X remains same as last year then Y will happen
Conclusion : If Y increases it means X has increased

Only (C) follows the line of reasoning demonstrated in the stimulus. Hence (C) is correct.
