i would choose D
hmhmhm its so hard to type without the version of CR right here...

the CR says that deforest decreased a lot this year compare to last year
reason: government spent money to enforce law agaisnt cutting or burning forest... so its law works

D somehow weaken
but B is also weaken, it says much rainfall this year causes decreased in burning the forest by drought and so caused the decrease in deforest

IMO C.
Explanation:

The government claims that its effort on anti-deforestation proved effective consequently decreasing the rate of deforestation.

What if the rate of deforestation continued to be same and some other factor like rains during usual drought/burning season may have added more greenery to forest even when burning and cutting of trees continues?

In my opinion, option C focuses on this point. Thus C.

B: the law didnt work because during dry 6 month, it was terribly raining thus no trees ware burnt....
