I have noticed that all the top companies strive to hire only top-level employees. My question is: if all the employees at a company are of top-notch abilities (both professional and leadership-wise, how does this company choose an employee for a leadership position?

Even among top-level employees with top-notch abilities there are varying degrees of drive, talent, interpersonal skill, etc. Performance and political skills vary even among the cream of the crop. These come out in the wash over time.
