Even among top-level employees with top-notch abilities there are varying degrees of drive, talent, interpersonal skill, etc. Performance and political skills vary even among the cream of the crop. These come out in the wash over time.

By political skills you mean building relationship with key people and flattering? What qualities/interpersonal skills should a boss possess apart from being professional at his/her job and having drive for performance?

Yes, those types of skills. I recommend you do some reading around the subject of leadership. Maybe start with Machiavelli. :)
