Kaplan SC quiz #2

In the Kaplan sc quiz #2, the question stated:

The ground swell of public opion made it enevitable that the Senate would approve the President's energy proposal.

The sentence didn't need any correction. However, I was confused what "it" was referring to. Can anyone break down this sentence?

let us dissect this sentence --> Subject is The ground swell of public opinion, Predicative is made, Complement is it, Sub-clause linked to the complement is the Senate would approve the President's energy proposal

the pronoun it does function as the complement whose meaning further gets extended with the sub-clause.

You mean "It" is a preposition here...is it possible a pronoun can act as preposition????
I think "It" is referring back to Public opinion...Public opinion is the object and "it" an objective pronoun clearly
referring to the object....

absolutely not that way. Look here: 'that the Senate would approve the President's energy proposal' + 'was made inevitable' OR 'it was made inevitable' // agree?
