The government predicts that, for consumers and businesses that make a large number of long-distance calls, the Federal Communications Commission's recent telephone rate cuts will greatly reduce costs, though some consumer groups disagree with the government's estimates, suggesting they are too optimistic.

IMO: A


I was debating between A and E as well.

I think E is a bit wordy in stating "has made".....

The reason B is wrong is because Statement B is redundant in meaning. It tends to mean that the consumers and businesses make the long distance calls by the fed. commission's rate cuts. The calls are not made by using the rate cuts.

in A it seems like "that" (after businesses) is incorrectly modifying consumers. "who" should be used for people so IMO E
