I think E

should use "economic"... it's an economic consideration. economical is more related to saving money.
"being" is not preciced and not preferred in GMAT (unless there're no better choices)
"That" is just a reversed way of saying:
It has become an economic and political consideration... that the supply of oil is finite.

Another example:

It is true that he runs faster than I do.
That he runs faster than I do is true.

IMO E.

"economical" means "avoiding waste or extravagance". So "economical..consideration.." doesn't makes much sense here. Thus A, B and C eliminated.

Between D & E, eliminating D due to use of "being".
