It cannot be C IMO. "Despite" doesn't make sense here, because the author is contrasting two groups of people. One group of people is afflicted while the other group is spared. So, "while" is more appropriate to the context.

Following Manhattan SC@Bible rules you can see a clear 2-3 split here spares and sparing. now look at non-underlined part only "spares" will fit. B is correct definitely because the bacteria spares in particular area so where should fit
