Initially, I thought it was B but I don't think that sentence works and believe that answer is C.

I think one can see the sentence as :
Opened in..... Ashomolean was the first..., _________ the first... library.

I think this involves two times so had been is needed to be made for both sides comparable.

Please put in your insight. Thanks

In my opinion, this one was kinda hard.

B and E just seem weird. A and D use present perfect by using 'has been', but that is incorrect since 'was' indicates that we are talking about the past. C is the answer since it uses past perfect.
I don't know what to say, really. Three minutes to the biggest battle of our professional lives. You find out life's this game of inches, so is football. Because in either game - life or football - the margin for error is so small. I mean, one half a step too late or too early and you don't quite make it. One half second too slow, too fast and you don't quite catch it. I'll tell you this, in any fight it's the guy whose willing to die whose gonna win that inch. That's football guys, that's all it is. Now, what are you gonna do?

the intended meaning is that there is a comparison between Ashmolean and Bodlein.. The author (yeah ! the author :) ) is trying to say that just as Bodleian was the first true public library .. the ashmolean was the first public museum.

Only OPTION C maintains this meaning with a clear comparison. Also we need past perfect here 'had been' for maintain the correct tense.

Its hands down C.
And just one reason, tense preservation.
None of the choice maintains the current sense of the tense which is past.Only C correctly maintains the correct tense form.

Sequence of tenses can be a great short-cut for eliminating wrong answer choices, especially when it comes to the past perfect tense -- you should only see it when it describes an action in the past that takes place even further in the past than another action in the past.
