is - present tense. So, 'expressed' is incorrect. A,B,C are out

about starts a prepositional phrase but the later part(has main verb) is not phrase. So, D is out

Option D starts with WHEN, which is always used to refer to a time period/event/etc on the GMAT.
Also, I am not sure whether frustration about is correct or not.
