Analysis:
Senior citizens, advocates of low and middle income housing and community residents claim that redevelopment proposal for blighted inner-city neighborhood will cause inconvenience and may even cause displacement. While proponents of the redevelopment proposal support the claim that this proposal will create upscale apartments and at the same time will create numerous construction Jobs. The issue of redevelopment of existing locality is controversial but a closer observation reveals that redevelopment is essential to maintain the health of cities and generate employment.
First reason is that todays cities are far over crowded than they were before. So needs of infrastructure have changed significantly over the period of time. Today cities need to have broad roads, to avoid vehicle congestion, and require space to lay the metro railway lines. For instance, Mumbai has limited space available for new constructions, this has resulted in traffic jams and other civic problems due to lack of space. Even to lay new metro lines, no space is available. So what is the solution? How to create the space? Only option is redevelopment of existing buildings that will not only create modern buildings for residents but also serve the city by creating additional space for infrastructure. Therefore, redevelopment is necessary to meet the infrastructure requirements of growing cities.
Another reason is that existing buildings or houses may not have proper civic facilities such as sewage systems, water pipelines, underground electricity. To maintain the health of cities and towns its very essential that proper sewage systems, water pipelines to supply pure water with no sewage contamination and ecological projects such as rain water harvesting are in place. For instance, in most of the developing countries supply of clean and pure water is the major challenge. This challenge can be mate in 2-3 ways. Few of the important contributing factors for ensuring pure and clear water supply is to avoid contamination and and ensure rain water harvesting in place. Hence, redevelopment of existing old localities is very essential to maintain the health of towns and cities.
Perhaps the best reason is that redevelopment generates huge number of opportunities in construction field. To illustrate, for the redevelopment of Lavasa city , it generated employment opportunities for more than thirty thousand people that was even more than the number of people displaced.Admittedly, there is inconvenience associated with redevelopment such as displacement, road diversions but these are momentary and wont last for long. Moreover, benefits are huge compared to inconvenience. Clearly, Job creations is one of the very important byproduct of redevelopment.
In summary, while there are arguments to be made for both sides of issue, it is clear that redevelopment helps to maintain the balance and health of city. Redevelopment helps to maintain the balance and health of cities and towns. It helps administration to provide modern civic facilities. Also it generates new Jobs in construction sector. With so many advantages, it would be wrong for anyone to oppose redevelopment proposals.
