The confusion comes from the use of 'suspect' as a verb vs use of 'suspect' as an adjective.

As an adjective: Your plan is suspect. (Meaning: your plan is highly questionable.)

As a verb: I suspect your plan will work. (Meaning: I believe your plan will work.)

In this case, 'suspect' is used as a verb, meaning 'believe.'
