Is the Official answer Option B ?

Also, what is source of this question ?

While I see how the use of Present Perfect - has been makes sense instead of the Past - was. However, I think Option A might be right too. I am not sure why Past Tense is wrong. The issuing of permits can only happen once the consultation process is over. So, the use of 'was' might not be wrong.

Other thoughts or opinions ?
