The OA is A? Can someone explain why E is wrong?

Use of BECAUSE suggests a causal relationship. X is happening because of Y (this means Y LEADS to X)

In terms of E: "the laying of private television cables" LEADS TO 'ALLOWing' the public to broadcast.

Check the original sentence A - does it convey the same causal relationship? No, it does not. It simply says "allows public to broadcast over..cables laid". Therefore we can drop E
