(A) Just like William Shakespeare was the preeminent poet of England, so Robert Frost
(B) Just as William Shakespeare was the preeminent poet of England, so Robert Frost
(C) As William Shakespeare was the preeminent poet of England, Robert Frost
(D) Just as England's preeminent poet was William Shakespeare, Robert Frost
(E) As William Shakespeare was the preeminent poet of England, in the same manner Robert Frost

Why B ? Why not C

Buddy, your A and B are interchanged.. You wrote the right sentence directly..

Anyways.. Just As... SO is the correct Idiom.

IMO,
Just As is at the beginnig of a sentence is used to compare things..
As at the beginning of a sentence is used to mean cause-effect relationship.
