the first statement says m = 3c .. insufficient
the second statement says x = -1/3 , that is when y =0, x=-1/3 .. insufficient ...
combining the 2 statements, we get y = -1/3m+c =0 that is m= 3c , which pretty much repeats the information in the first statement .. so the answer is E ...
