looking only at (1):-
7x>2y implies y<(7/2)x
This does not gives any definite answer for sign of y

looking only at (2):-
-y <x>-x
This also does not gives any definite answer for sign of y

combining (1) and (2)
-x<y<(7/2)x
This also does not gives any definite answer for sign of y
