Can who be used as relative pronoun for singular nouns only or can it be used for both singular and plural?

who one of the following is correct?
The person who has written this book is an maniac.
The people who have written this book are maniac.

Both are right. Who can be used with both singular and plural nouns.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.
