A regional toothpaste company

A regional toothpaste company has to expand its marketing region by ten cities. Rather than simply expand to the ten most populous cities in the region, the company plans to expand to the ten regional cities in which there is the greatest demand for a new brand of toothpaste.

The toothpaste company's plan assumes that

A: Customers will not care if the price of the toothpaste goes up due to the cost of marketing a new product in a new region

B: The ten most populous regional cities and the ten regional cities with the greatest demand will be the same ten cities

C: There is a reliable method for determining a city's demand for a new brand of toothpaste

D: Some of the ten cities will have greater demand for toothpaste than will some of the others

E: Someday, the toothpaste company will market its product nationally

I was stuck between 2 choices; please your contributions before my explanations/

Its direct C.
Contradict C and the plan falls apart.
Rest are not able to destroy the argument on negation.

My negation of A is that customers care about the price of the new brand in that
they are unable to afford the new products.

If that is true, wouldn't it hurt the plan to relocate on the basis of greater demands?

Please confirm the flaw in my reasoning.
