My pick is C but the answer is D
Can somebody please explain...

Option D says
"Any discussion of our nations foreign policy must begin by acknowledging"

Option C says
"Any discussion of our nations foreign policy must begin with the fact that"

So any discussion will be started by ancknowledging make sense(D)
where as any discussion of our nations foreign policy must begin with the fact(C) does not make sense.

FACT that is wordy and not necessary in the sentence.

fact of there being -> unidiomatic

"acknowledge" takes care of this in D. It's precise,concise and conveys the intended meaning.

Existence of is idiomatic

A discussion cannot be begun with a fact, but by acknowledging.

I think the key to answer this question is,
an independent Western Europe which now thinks of itself in trans-nationalist terms

In C, it is wrong to say with the fact that there is an independent WE which now thinks......
Clearly using is along with now is logically incorrect

This mistake is rectified in D
