A - which usually follows a comma. Moreover, originate is a verb here and perpetuated is a participle
B - originated is the simple past tense of originate and this is not parallel to perpetuated
C - originated is a verb
D - Originating is a participle modifying language variations and is parallel to perpetuated by geographic locations - Correct
E - Perpetuating by is wrong

why is it D or E and not B?? I find B to be parallel and make sense...
Any idea about the source, are we getting such type of convoluted questions in GMAT these days??

D looks to be correct.
A> The rule of a comma is, a Comma(,) should be applied on either side of a phrase or a clause, if it is acting as an interruptor in the sentence. Here, 'language variations' acts as an interruptor because it pauses the natural flow of the sentence adding strength to the argument. Hence A is incorrect.

B> 'that originated' gives me the feeling that the evolution of language variations was a one time event only. Clearly that is not what the author intends to express.

C> Ditto as B

D> Most appropriate

E> Perpetuating by is incorrect.

Just plugging in C in the Problem Statement:

The increased popularity and availability of televisions has led to the decline of regional dialects, language variations originated from diverse ethnic and cultural heritages and perpetuated by geographic isolation.

Without a suitable modifier like 'which' or 'that' the above sentence reads like two independant clauses without any relation between them. Option B corrects this but the sentence is trying to potray a situation which will remain true irrespective of television; i.e. regardless of popularity of television regional dialects will continue to originate from diverse ethnic and cultural heritages. Hence a participle is more suitable here than a perfect tense. Hope it made sense! :)
