but is a conjunction. It is used to join things linguistically equal. Therefore we need that to start the underlined portion.

C is just concise , D and E are unidiomatic and awkward.

that is needed to maintain parallelism between the two independent clauses.

Researchers agreed that...but that...

Here the verb following but is absent.

If we don't have that here, the sentence would mean that more research was needed... is not the thought of researchers as such but a general statement by the author.
