human nature: people soon tire of the status quo."

Its a time tested fact that the only thing inevitable is - Change. This change is applicable on every aspect of human life, people age, their likes and dislikes change, ideals and even ideologies can change. For some this change can only be limited to the extent/scope or the intensity of one particular philosophy that one had adopted but for others the entire thought process can change.
The everyday learning process that we go through keeps on adding to our already aquired knowledge and makes us wiser by the day. The cumulative effect of every human being adding on to the existing knowledge base is the shifting of paradigms in terms of what was considered acceptable at one point in time might be totally vindicated in the future. The classic example of the primitive concept of 'earth being flat' and later on considered as of 'oval shape' changed the entire contemporary science.
Similar is the case with the way people want to be lead by the society they live in, earlier there was 'monarchy' system when the supreme authority, the 'King' or 'Queen' were equivalent to 'God'. Unchallengable and always correct, whatever they said became rules. But later on people with changing mindset started thinking differently, started questioning the 'ruler is always correct' concept and wished to have their say as well. The most in demand political model is therefore is 'Democracy' nowadays, rule of the people, by the people and for the people.
Change is good and in sync with the human psychology as well, it is an indicator of the fact that the individual is still constantly analyzing oneself and evolving with time which is mandatory. The absence of this indicates that one has 'hung up the boots'.

The underlying fact in driving licenses not allowed to 15-year-olds in most places is the maturity level of an individual that young. Despite the fact that child prodigies reflect wisdom beyond any comparison to most of the adults and senior citizens, but there numbers are limited and countable on fingers. In real world, almost all 15 years olds have behavioural symptoms of teenagers and they can be loose cannons if not guarded against.
The reasons given in this excerpt are only indicative of physical capabilities of a normal 15 year old in comparison to the far older people, but allowing a license to drive a vehicle on the road with all other citizens out there has to take in more things for consideration. The aptitude of the individual applying for a license, the maturity level, the sense of responsibility, ability to control over adrenalin rushes, and respect for other human beings and their wellbeing are some of the criteria which guide the policy and decision makers while preparing the guidelines for issuance of such critical things.
The older people can be physically less capable as compared to their counterparts in question here but there experience, their maturity and ovearll sense of responsibility is much much more than their counterparts here.
The fact file can also be a good indicator for this - there are much more hit and run accident cases involving teenagers as compared to very old people. More speeding tickets are issued to teenagers having valid driving licenses as compared to the very old. Fatal accidents due to rash/negligent and not careful driving involving the driver of the vehicles has more young aged driver casualties as compared to than any old driver.
So, its not only the safeguard of interests of the individual teenager but for all the other innocent people out on road if the authorities continue to exercise restraint in issuing driving licenses to people less than 18 years of age.
