This is really something for the schools to decide - each admin commitee will have its own policy regarding the relative weight they assign to the AWA scores, and whether they will consider previous exam scores or not.
But my own reasoning tells me there's just no way this will work, for reasons of fairness and equal treatment of applicants. If you they accept you with your 700 after focusing only quant and verbal, the admin committee is being unfair to the guy sitting next to you who scored a 700 despite sitting for an extra hour, and they're being REALLY ufair to the guy who did not get accepted because of his 690, a score lower than yours by a single verbal point due to test fatigue.
