Commissioner: Budget forecasters project a revenue shortfall of a billion dollars in the coming fiscal year. Since there is no feasible way to increase the available funds, our only choice is to decrease expenditures. The plan before you outlines feasible cuts that would yield savings of a billion dollars over the coming fiscal year. We will be able to solve the problem we face, therefore, only if we adopt this plan.

The reasoning in the commissioner's argument is flawed because this argument
A. relies on information that is far from certain
B. confuses being an adequate solution with being a required solution
C. inappropriately relies on the opinions of experts
D. inappropriately employs language that is vague
E. takes for granted that there is no way to increase available funds

can you guys please explain me why the answer for this Cr is B instead of E? i chose E because of last sentence in the text " we will able to solve the problem ONLY if we adop the plan : cuting expenditure"

Forecasters say the revenue will fall. If falls then there is no way to increase the same. To compensate they can decrease the expenditure. But in the final statement the usage of ONLY makes me skeptical about the plan.

The commissioner might have missed some points which can be used for reducing expenditure. He may be right about the funds available cannot be increased, but he cannot claim that his plan is the ONLY solution. Thus its an adequate solution not a required solution.

As per E, it can be true but not as much credible option as B.
