Target question: What is the value of d, rounded to the nearest TENTH?

Statement 1: d < 1/4
In other words, 0.2h6 < 0.25
This means h = 0, 1, 2, 3 or 4
If h = 0, 1, 2, 3 or 4, then 0.2h6 (aka d) rounded to the nearest TENTH is 0.2
Since we can answer the target question with certainty, statement 1 is SUFFICIENT

Statement 2: h < 5
This means h = 0, 1, 2, 3 or 4
If h = 0, 1, 2, 3 or 4, then 0.2h6 (aka d) rounded to the nearest TENTH is 0.2
Since we can answer the target question with certainty, statement 2 is SUFFICIENT

Answer: D
