A 1972 agreement between canada and US reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes

A same
B reduced the phosphate amount that municipalities had been dumping
C reduces the phosphate amount municipalities have been allowed to dump
D reduced the amount of phosphates that municipalities are allowed to dump
E reduces the amount of phosphates allowed for dumping by municipalities

Why D and not A [/list]

My understanding,
"that", used in the sentence, points to "amount of phosphates". So the amount of phosphates allowed by municipalities before the agreement should be addressed by "HAD"

Why is A wrong then? Someone please explain

but what if I want to construct a sentence intending to mean that "Before a certain QTY was allowed to dump and after the agreement got sanctioned that QTY was reduced"
if possible will you please construct the sentence

One option:
A 1972 agreement between Canada and the United States reduced from 2,000 gallons per month to 1,000 gallons per month the amount of phosphates that municipalities are allowed to dump into the Great Lakes.
