SC: Mayor of Tallahassee

By next month Ms. Jones will be mayor of Tallahassee for two years.

A. will be mayor of Tallahassee
B. will have been mayor of Tallahassee
C. would be mayor of Tallahassee
D. could have been mayor of Tallahassee
E. will become mayor of Tallahassee

When we say 'By Next month, blah blah..', our intent is to say something has startd in past and by specified time in future(next month or hour or year) that work or thing will be completed that much only. So only future perfect progressive makes sense in such case.

I know i am not good at explaining the things.

B is the correct answer.
we use perfect continuous tense for for/since.
Hence it should be will have been.
Will is used in place of would because it is talking about the future in the present.
