claims to be able , is the correct idiom

A is wrong because it says that the firm is making its claim in a one-page sample, not that it can assess writing from a one-page sample.

"claims being able" is an incorrect idiom. English verbs either take an infinitive or a gerund. The difference is idiomatic.
