The globalization of financial-services companies has been a boon to money launders,
because of allowing money placed in a bank in a less regulated jurisdiction to be
transferred
to a branch in a more regulated one.

B. of allowing the transfer of money placed in a bank in a less regulated jurisdiction

The construction ALLOW + THAT is a questionable one. The preferred idiom is ALLOW + TO, especially when "allow" is used in the sense "to grant permission" or "enable."

In my opinion, ALLOW + THAT should only be used when "allow" means "to acknowledge a point": "I will allow that he is smart, but he doesn't work very hard." I doubt you'd ever see this usage on the GMAT, though - it's pretty archaic.
