where did you get this choice (d)?

this is not the choice (d) that is posted above.

Ron, I find that there is a slight difference between the version discussed above and the one I found in Kaplan GMAT800 Book (2010 Edition). Here is the Kaplan question with answer choices:

Although new farm subsidy legislation is presently being considered in the House of Representatives, significant revision is to be expected if it is to be passed.

(A) significant revision is to be expected if it is to be passed
(B) they do not expect it to pass without significant revision
(C) the farmers expect significant revision if the legislation will be passed
(D) it is not expected to be passed without being significantly revised
(E) it is not expected to pass without significant revision

Since I was concentrating on the answer choices from my book, I missed the version in the thread. Now can you clarify my earlier doubt?

there is actually nothing wrong with choice (d) in your book. it's a bit awkward from a standpoint of writerly style (= very advanced considerations that are inaccessible to non-native writers of english), but, from a GMAT type point of view, nothing is wrong with it.

The correct answer is E. If you're completely stumped the shortage answer has the highest probability of being correct.

The explanation in the book says A and D are not grammatically incorrect but have two passive constructions while E has only one, so E has stylistic superiority (and is also grammatically correct)!
I stumbled on this one because i din't realize the stylistic superiority!
But i still have a doubt:
Doesn't E mean that the legislation will do the 'passing' instead of being passed (which is pretty clear in D, a grammatically correct option)?
