usage of "that" for O.G

Last week local shrimpers held a news conference to take some credit for the resurgence of the rare Kemp's ridley turtle, saying that their compliance with laws requiring that turtle-excluder devices be on shrimp nets protect adult sea turtles.

A. requiring that turtle-excluder devices be on shrimp nets protect
B. requiring turtle-excluder devices on shrimp nets is protecting
C. that require turtle-excluder devices on shrimp nets protect
D. to require turtle-excluder devices on shrimp nets are protecting
E. to require turtle-excluder devices on shrimp nets is protecting

I have question for choice A and B, besides the usage of singular verb of "protect", are there any other errors for choice A? Can we use "requiring that" if the verb is in the correct form?

A and C has multiple 'that'.
A, not parallel -> requiring Vs protect
D and E not parallel -> to require Vs protecting.

I also feel that 'compliance with law to require' is awkward, but not sure.

No except the error with protect there is no error in choice A.

this is a clear case of subjunctive.

The following usage is right.

requiring that turtle-excluder devices be on shrimp nets

one common mistake in the above construction is when people use Should be instead of be

Subjunctive case is when we talk about commands,requests etc.

more examples can be

The judge ordered that the person be convicted immediately.

etc.

The correct answer is B, but what is the difference between A and B? I understand that the main subject is "compliance", so we should use singular verb "protects or is protecting" here, but what's the diffeerence between "protects" and "is protecting"? Do they mean the same thing? Also, I am confusing with the use "that" here, is it better to keep or elminate it?

i think in this case we can eliminate "that" because it causes redundancy. No need for that here.because
it does not further explain the following subsentence.

I think is protecting is one of the Gmat tricks to baffle. We should look for other flaws..
