This one is very fairly straightforward. It involves the idiom:

NOT ONLY | x
BUT ALSO | y

Where x and y are reasonably parallel.

Answer choice (A) offers us:

not only | the ability of...
but also | whether individual cells...

The above is not parallel.

By comparison, answer choice (C) offers us:

not only | on the organism's ability...
but also | on the ability of individual cells...

That's why (C) is the best answer.

Other defects include (D) and (E) both of which offer us:

all multicellular organisms, which includes humans...

However includes does not go with the subject multicellular organisms.
