redundant problem in GMATPrep

The first decision for most tenants living in a building undergoing being converted to cooperative ownership is if to sign a no-buy pledge with the other tenants.

a. being converted to cooperative ownership is if to sign
b. being converted to cooperative ownership is whether they should be signing
c. being converted to cooperative ownership is whether or not they sign
d. conversion to cooperative ownership is if to sign
e. conversion to cooperative ownership is whether to sign

OA is e

GMATPrep's answer explanation said that..
"Answer explanation shows undergoing being converted is as redundant as it is awkward."

I know that sentence is awkward, but what redundant?
in my head, redundant means that similar meaning 2 or more words/idiom using in same sentence such as ...
"Now, I read my newspaper today" - redundant now and today.
"this combination is not so good both" -redundant combination and both.

please tell me what I misunderstood..

Hi,

The answer is E

theres 2 parts to this

undergoing being converted is redundant because undergoing means the effect of being converted.

Example:

a. He is undergoing an operation
b. He us being operated on.

and the second part is the preference - there is the option to sign or not sign and this can be clearly indicated through the usage of whether.
