When a line intersects the negative x-axis then its x-intercept will be negative.
X-intercept of y = mx + b is -(b/m).

Hence, we need to determine whether -(b/m) is negative or not.

It is obvious that whether -(b/m) is positive or not depends upon the signs of both b and m. Hence, none of the statements will be individually sufficient.

Both statements taken together, both b and m are negative. Hence, b/m > 0 --> -b/m < 0 --> x-intercept is negative --> The line intersects the negative x-axis --> Sufficient

The correct answer is C.
