They ask you which is the lowest ratio (Amount Disposed/Amount Recycled)
In this type of question, the goal is simple, the worst method is to calculate all the ratios but you can do it and it takes you less than 2 minutes.
I personnally did it with approximations but I think it is better to do it as follow:

First you can tell you that A (ratio around 9) is bigger than C, so delete A.
With D and E you can multiply amount recycled to be more or less like 13 000 and you will see their amount disposed is bigger so you can delete D and E given their ratio is bigger than A.
You see B ratio is 6 which is bigger than C.
