Here, 2 factors are being discussed.
1. Body weight(BW) and Surface area (SA)
2. Energy Expend(EE) and Energy available(EA)


EE is proportional to BW
EA is proportional to SA

Look at C, it says, BW>SA for large animals and viceversa for small. This looks fine to Me.
