Which of the following best completes the passage below?
At a recent conference on environmental threats to the North Sea, most participating countries favored uniform controls on the quality of effluents, whether or not specific environmental damage could be attributed to a particular source of effluent. What must, of course, be shown, in order to avoid excessively restrictive controls, is that __________.

*all other choices are either too excessive or out of scope.

So we are talking about two kinds of controls here -

Uniform and Excessively Restrictive

Most countries favored 'Uniform' - whether or not specific environmental damage could be attributed to a particular source of effluent

In order to avoid excessively restrictive control......... - we need to finish this sentence by something that adds weight to the 'Uniform' control or weakens the 'Excessively Restrictive' control.

C - Out of scope
D - Does nothing to favor 'Uniform'
E - We don't care ! Although we do but not in this argument :)

I stopped for a moment at A because A adds weight to Uniform control but

A - Delay or no delay is out of question here

Finally, B

For ex, chemicals A, B, C and D - now A and B are the most dangerous and cause max damage. C and D cause less damage but still they do. Uniform says that prohibit all 4. C and D, although not much but still they cause damage.

Please let me know if my reasoning is apt.

OA is B
