when mentioning similarities it is TO
when mentioning differences it is WITH.So tell me is it E or not.ha hah

I think you reversed the rule. "Compare to compares unlike things, whereas compare with compares like things."
E.g : Scientists sometimes compare the human brain to a computer.
And E.g : The police compared the forged signature with the original.

IMO Answer : E
