A panel from WHO concludes that malnutrition is the most serious health problem facing the third world countries, but it could or will be eradicated with the assistance of developed countries.

think d retains the meaning of the original sentence

D implies that the eradication is a foregone conclusion due to use of simple future tense - "it will...".

Original sentence is formed as a conditional - if developed countries fund the program, only then will the problem be eradicated. As such, use of "could, and would..." is proper.

So, what is the OA? Is C the OA because "would be" & "could be" should be in parallel. I thought the original sentence looked just fine. But, I am telling myself based on the reasonings thus far that it is parallism that is the error.

Please help confirm my understanding
