Women granted child support

In 1978 only half the women granted child support by a court received the amount awarded; at least as much as a million and more others had not any support agreements whatsoever.
(A) at least as much as a million and more others had not any
(B) at least as much as more than a million others had no
(C) more than a million others had not any
(D) more than a million others had no
(E) there was at least a million or more others without any

I am stuck between C and D. Which is better and why

I choose D.

"had" in D IMO refers to the past tense of "Have" and does not indicate the past perfect tense.

In C, "more than a million others had not any support agreements whatsoever" looks awkward to me because IMO, "had not" should be followed by a verb.. such as "Had not performed", "Had not exercised" etc..

Pls correct me if i am wrong..

Words no and not have different meaning. No here implies zero support. Not is and adverb and here it is modifying any, which is a pronoun
