D. the Congressional Medal of Honor, the nation's highest military award for long-overdue
INCORRECT; this continuous clause changes the meaning of the sentence to the meaning that the award is rewarded for long-overdue.... rather it means that soldier were awarded in long overdue "the congressional Medal of honor". Skipping comma has impacted the sentence. For example:
I bought a car, which has 1600 horse power engine of red color -> Engine is Red
I bought a car, which has 1600 horse power engine, of red color --> Car is Red

This sentence tests meaning clarity. D is wrong because it implies that the military award IS meant for long-overdue recognition, when in the fact the real meaning here is that the distribution of the military award was long overdue,a subtlelty that E captures well. Hence E is correct.
