Mannis Corporation's archival records are stored in an obsolete format that is accessible only by its current computer system; thus they are inaccessible when that system is not functioning properly. In order to avoid the possibility of losing access to their archival records in the case of computer malfunction, Mannis plans to replace its current computer system with a new system that stores records in a format that is accessible to several different systems.
The answer to which of the following questions would be most helpful in evaluating the effectiveness of the plan as a means of retaining access to the archival records?
(A) Will the new computer system require fewer operators than the current system requires?
(B) Has Mannis Corporation always stored its archival records in a computerized format?

I would go with D)

Mannis plans to replace its current computer system with a new system that stores records in a format that is accessible to several different systems. This is good but if this new system is not able to read the older archival files then this plan would not be effective.

D) Will Mannis' current collection of archival records be readily transferable to the new computer system?

For evaluate the following question I have read that its good to ask ourselves what would happen if the answer to the question is YES versus NO. The correct choice should strengthen the argument with one answer (YES/NO) and weaken the argument with the other answer

If the answer to the question above is YES then the new plan would be effective.

If the answer to the question above is YES then the new plan would not be effective.

Here's where I get a bit confused:

If Mannis' current records system is obsolete and not accessible when it malfunctions, doesn't that make the location of data not secure?

And if so, shouldn't the relevant question be choice C?

Good question.

Security is important but I would think the accessebility picece takes precedence since the argument discusses this (security not mentioned anyhwere in the argument) and this leads us to D)

I think that's absolutely right. More over, the key here is the 'format' in which the data is stored - This format is what causes the accessibility issue. So when data is being transferred from one system to other - that will be the key factor - can the new system recognize the old format ? or in other words how easily can the data be transferred to the new system

Consider this to be analogous to a windows - mac conversion when macs were using the powerpc/IBM processors.

The question stem asks for retaining access...
this can only e possible when old records can be accessed on new systems...

thus D is the answer...
