I'm between A and B, I think either one is fine. With implies back and forth, to is more you speaking TO him, So B is my final choice.

Hi vinay1983,

This is not a great sample SC question because the "intent" is unclear. There's no context for what Dick Cheney is doing in this sentence (other than speaking). Ambiguous sentences don't show up in the Verbal section, so I'd throw this one away.
