George and Steven drive seprate cars the same distance from one city to another. If George takes 3.5 hours to drive the distance, then how long does it take Steven to drive the distance?

1.The distance was 140 miles.

2.George's speed was $$\frac{2}{3}$$ Steven's speed.

Statement 1:
Here, Steven's time can be any nonnegative value.
INSUFFICIENT.

Statement 2:
Rate and time have a RECIPROCAL RELATIONSHIP.
Since George's speed in 2/3 Steven's speed, George's time is 3/2 Steven's time.
Since George's time is 3.5 hours, we get:
3.5 = (3/2)t
7 = 3t
7/3 = t.
Thus, Steven's time = 7/3 hours.
SUFFICIENT.

The correct answer is B.
