At the beginning of the year, the city allocated $150 million to cover the increase in wages that it expected to approve as a result of negotiations with the municipal labor unions.

Could not get it the first time. Could anybody please help me with this difficult meaning SC.

One signal for the right answer that I could find was the use of 'that' in the option A. That is the only thing that I could figure out.
