Because there are provisions of the new maritime code that provide that even tiny islets can be the basis for claims to fisheries and oil fields of large sea areas, they have already stimulated international disputes over uninhabited islands.

IMO B

In A they can refer back to a number of things i.e. provisions, islets, etc

In C,D and E the meaning is changed to mean
1.fisheries
and
2. oil fields of large areas under the provisions of the maritime code

rather than the maritime code applying to fisheries and oil fields.
