Good handshakes = (all possible handshakes) - (bad handshakes).
All possible handshakes:
A handshake is performed by a PAIR of people
Thus, the total number of possible handshakes is equal to the total number of PAIRS that can be formed from the 17 people:
17C2 = (17*16)/(2*1) = 136.
Bad handshakes:
A bad handshake is performed by a PAIR of chairmen, since no chairman may shake hands with another chairman.
Thus, the total number of bad handshakes is equal to the total number of PAIRS that can be formed from the 7 chairmen:
7C2 = (7*6)/(2*1) = 21.
Good handshakes:
(all possible handshakes) - (bad handshakes) = 136 - 21 = 115.
The correct answer is
C.
